Thank you . Of course I know those requirements. But after a call with FCT's operators, I have got something else what is missing on that webpage.

I am an EU citizen. I would like to apply for Bolsa de Doutoramento in 2012 in Portugal. As I see, FCT is an unprofessional organization and even public organization. They are giving such great example to the others.
