In 2008 I applied to FCT for a scholarship. FCT pretended that my primary degree was worth much less than it is.
FCT acted illegally against me depriving me of a scholarship which I was entitled to. I enrolled in a university in Portugal anyway. I am very poor. Eventually I learnt that I could get a gratis lawyer so I successfully applied for one.

To get a gratis lawyer I used a form which had:
" SEGURANÇA SOCIAL
REQUERIMENTO DE PROTECÇÃO JURÍDICA

near the top of the first page. Such a form was available from

You probably would not have a case if you did not persist with the appeal before trying to get a lawyer. When you get the decision of the appeal from FCT, if you were to sue, then you would need to begin suing within approximately 15 days. The form for "REQUERIMENTO DE PROTECÇÃO JURÍDICA" would probably not result in granting you a lawyer before circa 30 days. If you did begin suing on time, then the people who process the form for "REQUERIMENTO DE PROTECÇÃO JURÍDICA" might decide that you can afford a lawyer so do not need a gratis lawyer. Life is not fair.
The lawyer told me that appeals in every country are just a formality forced upon the evil-doers by laws, and that the evil-doers basically ignore the appeals and they cannot be sued for ignoring the appeals. This seems to be the case with FCT.
The lawyer also told me that everything in Portugal takes a very long time and that the court case (if it ever gets started) could take years. I applied for the lawyer on March 3rd, 2010. I was first informed that the lawyer was assigned to me in a letter dated March 31st, 2010.
After more than three years I still do not have a scholarship from FCT. Good luck to Mike. If someone can help me, then please do.
