Eu também já consegui pagar, quer o mês passado (janeiro) quer o corrente (fevereiro).

Também já consegui pagar Janeiro e Fevereiro de 2013.

Reparei que muitos de vós pagam por homebanking. Eu nunca o fiz porque tenho receio que o comprovativo gerado não sirva para a FCT, pois tenho de preencher o talão de MB e enviar para a FCT para fazerem o reembolso.

Alguém me pode esclarecer como fazem para que seja gerado um recibo de modo a enviar para a FCT?

Na CGD depois de fazer o pagamento faço "enviar para email" e depois faço reenviar para a FCT com a referência da bolsa no assunto e no texto especifico qual o mês a que o pagamento se refere (no caso de haver duvidas da parte da FCT). Fiz assim para todo o ano de 2012 sem qualquer problema.

O importante é que o comprovativo que mandas à FCT (independentemente que tenha origem num balcão MB, no homebanking ou num balcão da Seg. Social) contenha as seguintes informações:
- o NISS
- a frase "Seguro Social Voluntário"
- o mês de referência
- o montante pago

Com o homebanking do BPI, guardando o comprovativo como pdf, funciona. Com os sites da maior parte dos outros bancos deve funcionar, mas se for a primeira vez verifica com atenção que contenha os quatro elementos que escrevi acima. Uma vez uma senhora na FCT chamou-me a atenção sobre esse facto.

Parece que o pagamento do SSV começa a funcionar melhor: dia 8 deste mês enviei e-mail a requerer o pagamento de 3 meses (12/12 até 02/13), acabei de receber o mail a dizer que me iam pagar isto em abril! 20 dias, acho que nunca tinha sido tão rápido! (e é uma mudança agradável face aos 4 meses que chegou a demorar o ano passado)

Hi.
Social security will accept payment (and it's mandatory) for anytime within the period of the SSV contract. So the safest thing to do, in my opinion, is for you to go to a Social Security "tesouraria" and ask about paying that month. The problem with this is that they will demand payment of interest due to late payment ("juros de mora") since January 2012. But at least you'll be sure to be paying for something you have to pay. If that month is not within your SSV contract they won't charge you.

Another possible solution is for you to try to pay within an ATM ("Multibanco"). If they accept payment of January 2012 you won't have to pay interest, at least in the Multibanco machine (but they might or might not charge you with this interest payment later). The problem with this is that it seems to me that the system does not check with Social Security if you have to pay, it just accepts your money, so you can be paying for a month that is not within your social security contract and thus wasting your money.

Note that FCT will only reimburse social security payments within your fellowship period.

Unfortunately we, research fellows, are a very uncommon situation, so it's likely that social security personnel don't know about what to do in your case.

I tried to pay Social Security relative to January 2012 during many different months via Multibanco. I also tried to pay this during a visit to Social Security but a functionary said that it is complicated.

January 2012 was within this fellowship period, but FCT was illegally not paying more than 400 researchers during that month. A lawyer eventually got us 980 Euro each for January 2012, but not the Social-Security contributions.

Yes. Other examples of minority situations in Portugal which involve functionaries in Portugal not knowing what to do include:

* I used to reside in a minor place in Portugal and when I went to register at a hospital (which of course was instead in a town) one functionary very angrily disputed the opinion of other functionaries' as to where I was supposed to register;

* when I moved to Portugal I did not already have a Portuguese European-Health-Insurance Card, and a functionary employed by a health service did not appreciate that as a resident of Portugal I am entitled to one;

and

* unlike you I am not entitled to a non-European-Health-Insurance-Card Portuguese-health-insurance card (which is the same as your citizenship card) but I am entitled to a supposedly equivalent piece of paper, but this does not stop functionaries requesting a non-European-Health-Insurance-Card Portuguese-health-insurance card.
